Will Russia adopt a preemptive first-strike nuclear policy

Putin’s discussion about adding a first-strike policy to Russia’s military doctrine seemed to be aimed Western audience.

It was framed as a “preventative” measure that would only be used to disarm an adversary. “If we are talking about a disarming strike, perhaps we should think about using the approaches of our American partners,” Putin said.

“If the potential adversary believes that it can use the theory of a preemptive strike and we don’t, it makes us think about the threats posed by such ideas in other countries’ defensive posture,” the Russian president added.

Putin’s comments came on the heels of the Russian President’s December 7th warning to the West that the risk of global nuclear war was rising.

The Conventional Prompt Global Strike capability, Congress and the Pentagon noted in a 2021 report that they have placed increasing importance on “U.S. programs to develop hypersonic weapons that can travel at speeds greater than Mach 5 and maneuver to improve accuracy or evade defenses as they approach their targets.”

While current U.S. nuclear doctrine allows for a preemptive first strike against an opponent in total war, Russia does not include any major first-strike policies to be used to disarm an enemy.

However, Russia allows for its nuclear arsenal to be used as a weapon of last resort if the state is threatened. But it seems that Putin plans to revamp his country’s global nuclear strategy.

“Speaking about a disarming strike,” Putin said with a smile,” maybe it’s worth thinking about adopting the ideas developed by our U.S. counterparts.”
