If sabotage attacks undersea Internet Cables, One Billion people in EU and US could be affected

A senior NATO official has warned that Europe and North America are at risk of “undersea hybrid warfare” as Russia has developed the capability to cut the cables responsible for maintaining online communications. The official, who is the deputy commander of the security alliance’s Allied Maritime Command (MARCOM) and a former submariner, has expressed his concerns about this potential threat.

Over 90% of the internet is under the sea, and links between the US, Canada, and Europe are transmitted through vulnerable undersea cables. Russians have developed hybrid warfare techniques to disrupt the European economy through cable, internet, and pipelines.

This alert was issued recently, only a few weeks after a report from the British think tank Policy Exchange was published. The report recommended that government ministers should establish a strategy for ‘seabed warfare’. The 60-page report, which received support from a former UK defense secretary, stated that a plan to protect subsea assets ‘must be included in the Royal Navy’s maritime doctrine as a top priority.

It is believed that Moscow has started investigating the Atlantic’s undersea infrastructure as a potential vulnerability in our national security. Reports of suspicious Russian activity in nearby waters, mysterious incidents involving cable-cutting, and growing concerns among our allies and friends regarding the vulnerabilities of undersea infrastructure all indicate that we have entered a new era of undersea warfare.

A vast network of undersea fibre-optic cables runs across the ocean floor, carrying almost 97 percent of all international communications. The United Kingdom depends on these cables, which stretch from the United States to Europe across the Atlantic Ocean. A report by Policy Exchange states that the UK’s digital communications with the rest of the world rely on this cable network for 99 percent of their usage.

Damaged or disabled cables could have severe consequences for Britain. They would affect critical sectors such as agriculture, healthcare, military logistics, and finance, and the country could face an unprecedented depression.

Russia and China have been investing in the development of advanced nuclear submarines and unmanned drones. This has raised concerns about the vulnerability of subsea networks to sabotage. Many of these networks were developed by private tech companies and were not designed to protect against military threats. It seems that these companies did not anticipate the rapid development of hybrid warfare.

Concerns about undersea cable security have persisted for decades. These concerns were brought to the forefront after the sabotage of Nord Stream gas pipelines in September 2022.
