The West’s next Mass Blackouts might be “Made in China”

“Affordable, sustainable energy to enhance our energy security,” proclaimed Ed Miliband as he walked through a grassy field lined with solar panels.

The Energy Secretary visited the Castle Hill solar farm in East Yorkshire last Thursday to promote the launch of Great British Energy, a new publicly owned energy company. Under Labour’s clean power mission, the government aims to nearly triple British solar capacity by 2030.

However, there are concerns that relying on equipment from China could undermine efforts to take control of our energy system. Just hours before Miliband’s visit to Yorkshire, reports surfaced that American engineers found secret components in Chinese-made power inverters used by U.S. solar farms.

These inverters convert DC electricity from solar panels into AC for the grid. The undisclosed components included cellular radios, which could bypass protections and allow the inverters to be remotely disabled, effectively serving as a potential “kill switch.”

Experts warn that if this issue occurs elsewhere, it could seriously threaten grid security. Shutting down three to four gigawatts (GW) of capacity at once can trigger widespread power outages. It remains unclear which Chinese supplier or solar farm is involved or if the hidden components were intentional or accidental. Equipment typically has internet-connected parts for “over-the-air” software updates.

Recent revelations have raised concerns in the solar industry about Chinese suppliers’ influence on Western infrastructure, given China’s dominance in critical technologies. In Britain, over two-fifths of imported solar panels come from China, according to HM Revenue & Customs. An executive noted the market share might be even higher due to European resale. Globally, Chinese companies have a near-total grip on the solar supply chain.

Chinese companies lead the solar industry, holding 79% of polysilicon manufacturing capacity, 97% of wafer production, 85% of solar cell manufacturing, and 75% of module production. As reported by Wood Mackenzie, they account for two-thirds of global power inverter shipments and about 60% of the UK market.

The top companies are Huawei and Sungrow, followed by Ginlong Solis and Sineng. In the UK, Sungrow inverters are used in the Next Energy-owned Strensham and Llanwern solar parks.

On Friday, a spokesperson for the company did not respond to a comment request. The Telegraph found that the Skeeby and Bishampton solar farms in Yorkshire and Worcestershire were built by a company that had an inverter supply deal with Huawei in 2015.

Neither the owners nor their spokespeople addressed the requests for comment, and there is no evidence of similar devices on these farms. The dominance of Chinese firms is mainly due to their competitive pricing in the UK market. “In Europe, competition is strong between Chinese and traditional Western manufacturers.

Joe Shangraw, a solar analyst at Wood Mackenzie, notes that a Chinese utility-scale inverter can cost half as much as a similar Western one. European firms claim that Chinese competitors are using a ‘dumping’ strategy by selling below production costs to weaken their rivals.

This dynamic highlights Beijing’s goal to dominate key technologies through its Made in China 2025 strategy, which offers significant state support to select industries.”According to Shangraw, suppliers like Huawei are not only cost-effective but also technologically advanced.

However, critics warn that China’s dominance in solar supply chains could put Western countries in a difficult position. Miliband admitted in March that many solar panels in Britain would come from China, raising concerns that the government’s net-zero efforts might unintentionally support suppliers associated with forced labor in Xinjiang, where Beijing has harshly cracked down on Uyghur Muslims.

Experts and politicians are increasingly concerned about hidden components found in Chinese power inverters. If these are linked to foul play, Beijing could cause mass blackouts in the US and Europe during a crisis. Some fear companies like Huawei or Sungrow may be involved.

With over 200 GW of European solar capacity dependent on Chinese-made inverters, Christoph Podewils, secretary general of the European Solar Manufacturing Council, warns that coordinated shutdowns could lead to blackouts across Europe in seconds.

Podewils warns that the concentration of power in Huawei and Sungrow, which dominate the European market, poses a significant risk. “One country effectively controls the European power system through these two companies, making them prime targets for hackers seeking blackmail,” he says.

This is why Podewils and European manufacturers are pushing for government restrictions similar to those imposed on Huawei in telecom networks due to spying concerns. Despite Huawei’s denials of any threat, British ministers banned the company from participating in 5G infrastructure in 2020 and limited its role to 35% of fibre optic networks.

The Conservative Party has called for an investigation into concerns about Chinese solar inverters. Shadow energy minister Andrew Bowie urged Ed Miliband to pause the clean power rollout until it’s clear if UK solar farms pose a risk.
